The Los Angeles Police Department is investigating a disturbing incident captured on video, showing a man hitting a dog with a metal chain inside a downtown Los Angeles apartment building. The video, recorded by a neighbor’s Ring camera, went viral after being posted online, prompting a police investigation.
The incident occurred on March 18, and the neighbor, Terry, shared the footage with authorities. She expressed disbelief at the man’s actions, stating, “I think I saw red. I just couldn’t believe someone would do this to their pet and so openly in public.” Terry had noticed suspicious behavior from her neighbor, who moved in less than two months ago, and reviewed her Ring camera archives. She found additional footage from March 5 showing the man throwing the dog against a wall and another video from February 12 capturing sounds of distress.
Despite the evidence, Terry noted her frustration with the investigation process, as animal abuse cases are often deprioritized. She was told that proving such cases can be difficult because pet owners in California are allowed to discipline their pets. However, Terry believes the video clearly shows unjustifiable abuse.
