California schools are grappling with a significant drop in student enrollment, which could lead to more layoffs and school closures. Since the 2015-16 school year, non-charter public school enrollment has decreased by over 11%, while charter schools have seen a 27% increase, according to the California Department of Education. This trend reflects a broader national decline, with K-12 enrollment dropping by 1.4 million students since 2019.
In California, the decline is most pronounced in Los Angeles and Orange counties, where enrollment has fallen by over 18% and 14%, respectively. The primary cause is a declining birth rate, which has dropped from 2.21 children per woman in 2007 to 1.48 in 2023, as reported by the Public Policy Institute of California. Economic factors, such as the high cost of living, have also driven families out of urban areas, exacerbating the issue.
The impact is financial as well. Schools receive funding based on average daily attendance, so fewer students mean less money. This has already resulted in budget deficits and staff reductions in districts like Los Angeles Unified, which issued 3,200 layoff notices earlier this year. EdSource reports that the statewide enrollment decline will not reduce overall funding due to Proposition 98, which guarantees a minimum level of funding for schools, but individual districts face financial strain.
Efforts to mitigate these challenges include consolidating schools and cutting costs. For instance, Capistrano Unified has closed smaller schools to save money, while Anaheim Union High School District merged two campuses to form a new school. Despite these measures, the future remains uncertain as projections indicate continued enrollment declines, potentially dropping below 5.2 million students by 2032, according to the California Department of Finance.
