The California Democratic Party has officially endorsed a proposed billionaire tax, marking a significant development ahead of the November ballot.
On Sunday, the party’s executive board voted to support Proposition 40, which seeks to impose a one-time 5% tax on the assets of the state’s roughly 200 billionaires. This endorsement comes despite opposition from prominent figures such as Governor Gavin Newsom and Democratic gubernatorial candidate Xavier Becerra.
The endorsement was achieved after a contentious vote at a party meeting in San Diego, where the measure initially fell short of the required 60% threshold but later secured enough support. According to Politico, Rep. Maxine Waters played a key role in rallying support for the tax, which has divided labor unions and party leaders.
Proponents of the tax, including SEIU United Healthcare Workers West, argue that it is a necessary step to address California’s healthcare funding challenges. Dave Regan, president of SEIU, stated, “This endorsement puts to rest the idea that California Democrats are not united by the billionaire tax—they are.” An internal poll cited by the Los Angeles Times shows that over 80% of registered Democrats support the measure.
However, the tax has also faced criticism. Opponents, including the California Teachers Association and several business groups, argue that it could drive billionaires out of the state, impacting the economy negatively. Governor Newsom has consistently opposed the tax, suggesting that a federal wealth tax would be more effective in preventing wealthy individuals from relocating to avoid the levy.
Despite these challenges, the endorsement provides a boost to Proposition 40, which aims to raise $100 billion to offset federal healthcare funding cuts. The measure will appear on the ballot on November 3, alongside other initiatives, including two billionaire-backed measures intended to counteract Prop 40.
As the election approaches, the debate over the billionaire tax continues to highlight divisions within the California Democratic Party, with progressive activists supporting the measure and established leaders opposing it. The outcome of the November vote will determine the future of this controversial proposal in California.
