California Debates Phonics-Based Reading Bill for Schools

California is considering a new bill, AB 1121, which would require schools to adopt a phonics-based reading curriculum. This approach, known as the “science of reading,” emphasizes phonics and is intended to improve reading proficiency among students. Currently, nearly 60% of third graders in California are not reading at grade level, with even lower rates among Black, Latino, and low-income students.

Assemblywoman Blanca Rubio, who sponsored the bill, argues that phonics is essential for building foundational reading skills. The bill would require all teachers to undergo training in phonics instruction. Last year, a similar bill was rejected due to opposition from the California Teachers Association (CTA) and English learner advocates. These groups argue that a phonics-focused curriculum may not be effective for students who are not fluent in English and that it could undermine existing literacy initiatives.

Despite these concerns, some districts using phonics-based programs have seen positive results. For example, Kings Canyon Joint Unified in Fresno County reported higher reading scores among English learners compared to the state average. According to CalMatters, the bill has not yet been scheduled for a hearing as both sides work towards a compromise.

Advocates for the bill, including EdVoice and Families in Schools, emphasize the importance of evidence-based practices in teaching reading. They point to other states, like Mississippi, that have improved reading scores by adopting similar methods. EdSource reports that the cost of implementing the bill, including teacher training, could be a significant hurdle due to California’s budget constraints.
