California’s First Smart Freeway Launches in Temecula

California’s first “smart freeway” officially began operation on Monday on the I-15 corridor in Temecula.

The $33 million Smart Freeway Pilot Project aims to alleviate traffic congestion on northbound I-15 from the San Diego/Riverside County line to the 15/215 interchange in Murrieta.

The project, a collaboration between the Riverside County Transportation Commission (RCTC), Caltrans, and local governments, will run for two years. It uses advanced technology, including sensors and ramp meters at Temecula Parkway, Rancho California Road, and Winchester Road, to manage traffic flow during peak hours. According to the RCTC, these meters will adjust in real-time, allowing vehicles to enter the freeway more smoothly and reducing stop-and-go conditions.

The system also features digital message signs displaying recommended speeds to enhance safety and traffic flow. While drivers may experience short delays at on-ramps, the overall travel time on the freeway is expected to improve. A public dashboard will be launched by the end of the year to provide updates and performance metrics.

The project was funded through a combination of federal, state, and local sources, with $27 million from federal funding. Representative Ken Calvert secured an additional $5 million through congressional funding. Local officials celebrated the launch as a significant step toward improving traffic conditions in the region. RCTC Chair Raymond Gregory emphasized that “building our way out of traffic congestion is not an option,” highlighting the importance of integrating technology with existing infrastructure.

The effectiveness of the smart freeway will be evaluated over the pilot period. If successful, the system could be implemented in other parts of Riverside County and beyond.
