CA Senate Backs Bill for LA to Buy Burned Lots for Low-Income Housing

The California Senate has passed Senate Bill 549, which will enable Los Angeles to purchase land devastated by wildfires to develop low-income housing.

This legislation aims to use property taxes to fund “Resilient Rebuilding Authorities” that can acquire ruined land and secure loans for reconstruction. At least 40% of the funds must be allocated to building multi-unit low-income housing on lots where single-family homes once stood, particularly in areas like Altadena, Pacific Palisades, and Malibu.

Governor Gavin Newsom has announced an allocation of $101 million in taxpayer funds to expedite the construction of low-income housing. He emphasized the importance of providing displaced families with safe and affordable housing options, stating, “Los Angeles has taken significant steps to rebuild after January’s fires, but the devastation is significant and there remains a long road ahead.”

Tomiquia Moss, Secretary of the California Business, Consumer Services and Housing Agency, expressed that the legislation will improve household stability and health outcomes in the affected neighborhoods. The state plans to continue its efforts to build affordable housing for low-income residents by collaborating with public and private entities.

The bill is part of a broader initiative to address the housing crisis exacerbated by wildfires, which have destroyed thousands of homes in Los Angeles County.
