One-Third Of Drivers Ignore ‘Slow Down, Move Over’ Laws: AAA

Despite “Slow Down, Move Over” laws in all 50 states and Washington, D.C., a new study by the AAA Foundation for Traffic Safety reveals that one in three drivers still fail to comply with these critical roadside safety rules. In 2024, 46 emergency responders, including law enforcement officers, tow truck operators, and fire/EMS personnel, lost their lives after being struck by vehicles while working roadside incidents.

The study highlights that while 64% of drivers either slowed down or changed lanes when passing roadside incidents, 36% did neither, with slowing down being particularly rare even in states with specific speed reduction requirements. This non-compliance poses a significant risk to roadside workers and stranded motorists, underscoring the importance of these laws.

Mark Jenkins, spokesman for The Auto Club Group, emphasized the life-saving nature of these actions, stating, “Every responder lost is a father, mother, son, or daughter who didn’t make it home.”

According to Gene Boehm, president and CEO of AAA National, awareness alone isn’t enough. Many drivers remain unclear about the specifics of the laws, leading to preventable tragedies. The study also found that drivers are less likely to slow down or move over for tow trucks or stranded vehicles compared to police vehicles.

AAA urges policymakers to strengthen and standardize these laws nationwide, improve public awareness, and increase enforcement visibility. They recommend using new technologies like dashcams and automated systems to enhance compliance.

The AAA Foundation for Traffic Safety continues to advance safety for roadside responders through partnerships and ongoing research to better understand driver behavior and improve compliance with these essential laws.
