Laguna Beach Sets 25-MPH Limit for E-Bikes and Scooters

Laguna Beach city officials have voted to impose a 25-mph speed limit on all electric riding devices, including e-bikes and scooters, effective May 8. The new ordinance aims to enhance safety in the coastal community and comes in response to concerns over the increased use of these devices.

According to NBC Los Angeles, the ordinance includes updated penalty provisions, allowing for administrative citations for both minors and their guardians, and enabling criminal citations for violations. Fines could reach up to $500, with the possibility of impounding the vehicle.

The Orange County Register reports that the ordinance also requires minors to wear helmets and mandates that e-bike riders follow traffic flow and obey street signs. The city council has tasked the police department with reporting back in six months on the ordinance’s enforcement.

The ordinance is part of a broader education and enforcement campaign. School resource officers will conduct training sessions at schools, and quarterly public safety courses will be offered to the community. The Los Angeles Times notes that Laguna Beach police will collaborate with Orange County Parks and the Sheriff’s Department to ensure compliance, particularly in areas near county parks and trails.
