House Conservatives Block Rule Advancing NDAA

Conservative hardliners in the House of Representatives have blocked a rule intended to advance the National Defense Authorization Act (NDAA). On Monday (June 29), House Speaker Mike Johnson announced a plan to merge the Safeguard American Voter Eligibility (SAVE America) Act with the NDAA. However, the plan was thwarted when 14 Republicans joined Democrats in opposing the measure, resulting in a 198 to 224 vote.

The SAVE America Act, which requires proof of citizenship to register to vote in federal elections, has been a point of contention. Conservative hardliners have halted most House activity, demanding the Senate pass the act. Johnson’s strategy involved a process known as “MIRVing,” which would package the SAVE America Act with the NDAA to send to the Senate. However, this plan faced opposition, including from Rep. Anna Paulina Luna, who argued that the Senate could still strip out the act.

The blocked rule reflects broader frustrations among Republicans over the Senate’s inaction on the SAVE America Act. Johnson warned that stalling legislative progress over these demands is counterproductive. Meanwhile, former President Trump has urged House Republicans to unify and stop obstructing procedural rules.

The SAVE America Act has faced criticism for potentially imposing new voting barriers. Democrats argue that it would create obstacles for voters, particularly affecting women and minorities. The act’s future remains uncertain as it awaits Senate consideration.
