Gov. Newsom’s Redistricting Plan Faces Opposition

California Governor Gavin Newsom is expected to announce a plan to redraw the state’s congressional maps in response to a Republican-led redistricting effort in Texas. This move has sparked opposition from a coalition that includes former Governor Arnold Schwarzenegger, Charles Munger Jr., various state and federal Republicans, and the League of Women Voters. Newsom argues that Texas’ plan to create up to five more GOP-friendly seats necessitates a proportional response from California.

Unlike Texas, where Governor Greg Abbott is preparing for a special session to enact new maps, California’s plan requires a statewide referendum in November. Newsom has expressed confidence that voters will support his proposal, stating, “We’re going to fight fire with fire” on his podcast. However, success is uncertain, particularly in an off-year referendum, which typically sees lower voter turnout.

Opponents of the plan argue that it undermines the nonpartisan redistricting reforms established by Proposition 20 in 2010. Charles Munger Jr., who was instrumental in passing Proposition 20, has vowed to defend the reforms. The League of Women Voters has also voiced strong opposition, emphasizing the potential long-term damage of overriding current maps.

While some groups like Common Cause have softened their stance on mid-cycle redistricting, they emphasize that any efforts must meet specific fairness criteria. As reported by ABC7NY, Schwarzenegger, a long-time advocate for nonpartisan redistricting, could become a prominent figure in the opposition coalition. The Republican-led opposition is expected to be well-funded, with support from national and in-state donors.

The legislature will need to pass the measure with a two-thirds vote to place it on the November ballot. Newsom’s plan is framed as a check on Texas’ redistricting efforts, but it faces significant legal and political challenges ahead.
