Costa Mesa Approves 70-Unit Affordable Senior Housing Project

The Costa Mesa City Council has approved a 70-unit affordable housing complex for seniors, set to open by 2027 in Westside Costa Mesa. The project will occupy part of the parking lot at the Costa Mesa Senior Center on 19th Street and Pomona Avenue. This space was identified for potential senior housing as early as the 1990s.

Mayor John Stephens emphasized the importance of the project, stating, “There is no other demographic or group at risk of homelessness more than our seniors.” The council unanimously approved the project on March 18, with plans to begin construction in November and welcome the first residents by fall 2027. Priority will be given to Costa Mesa seniors who meet income requirements.

Jamboree Housing Corporation, a nonprofit developer, will lease the land for $1 a year. The project is supported by county funds, housing vouchers, waived city fees, and federal grants. The four-story building will feature 35 units for low-income seniors and 34 for very-low-income seniors, with one unit reserved for a manager. Amenities will include a fitness room, computer room, pet spa, and dog run.

Councilmember Arlis Reynolds praised the location, highlighting its proximity to transit and community resources. She noted, “It allows seniors to be centered in our community.” A parking study confirmed sufficient spaces for both the Senior Center and the new development.

The project has been in planning since 2008, but only now, with funding commitments secured, is it ready to proceed. City Manager Lori Ann Farrell Harrison expressed pride in the collaborative effort, stating, “It’s been a push to get us here, and this is a fantastic moment.”
