Cal Fire’s AI Chatbot Struggles With Accurate Info

California is embracing artificial intelligence (AI) under Governor Gavin Newsom’s 2023 executive order to improve government efficiency. One of the first AI tools introduced is a chatbot by the California Department of Forestry and Fire Protection (Cal Fire), designed to provide critical fire prevention resources and emergency information. However, CalMatters reports that the chatbot struggles with providing accurate information about wildfire containment, evacuation supplies, and evacuation orders.

The chatbot, named “Ask CAL FIRE,” offers resources in 70 languages and aims to improve public access to wildfire information. Despite its potential, the tool has faced criticism for inconsistencies and outdated information. For example, when asked about the containment status of the Ranch Fire in San Bernardino County, the chatbot provided data that was six days old. Furthermore, it inconsistently identified law enforcement as the issuer of evacuation orders.

The chatbot was developed by Citibot, a company specializing in AI-powered chatbots for government agencies. Cal Fire plans to host the tool until at least 2027. According to Governor Newsom’s office, the chatbot is part of a broader initiative to modernize public communication tools and expand access to vital information.

Experts like Daniel Ho, a Stanford University law professor, emphasize the importance of evaluating AI tools before their release to ensure accuracy and consistency. Cal Fire’s Deputy Chief of Communications, Issac Sanchez, acknowledged the chatbot’s shortcomings and stated that improvements are underway. He urged the public to be patient as the agency works to refine the tool’s responses.

The chatbot’s launch highlights the challenges of integrating AI into public services. As California continues to lead in AI innovation, the state must balance the benefits and risks of these technologies to ensure they serve the public effectively.
