CA Bill Proposes State Youth Sports Department Study

In California, Assembly Bill 749, known as the “Youth Sports for All Act,” aims to explore the creation of a centralized entity to support and regulate youth sports. The bill proposes the establishment of a Blue Ribbon Commission to study the need and feasibility of a California Department of Youth Sports or a similar centralized body.

The bill, currently enrolled and presented to the Governor as of Monday, mandates that the State Public Health Officer convene the commission to conduct a comprehensive study. This study is to be completed by July 1, 2026, or six months after the implementation begins, whichever is later. The findings will be submitted to the Legislature and the Governor by January 1, 2028, or two years post-implementation, whichever is later.

The bill’s implementation depends on the appropriation of funds by the Legislature or obtaining sufficient resources from federal, nonprofit, or private sources. It establishes the Youth Sports Blue Ribbon Commission Fund in the State Treasury, which will finance the commission’s activities. Additionally, a special fund subaccount will be created for receiving federal, nonprofit, or private funds, which will be continuously appropriated for the commission’s purposes.

The provisions of the bill are set to be repealed on January 1, 2033. The bill seeks to enhance oversight and support for youth sports in California, ensuring better access and safety for young athletes across the state.
