California Schools Face Enrollment Decline Crisis

California’s public schools are experiencing a significant decline in enrollment, a trend experts predict will continue and worsen.

The state’s K-12 system has seen a drop of nearly 75,000 students in the 2025-26 school year, marking a 1.3% decrease. This decline is attributed to lower birth rates, reduced immigration, and families opting for private or homeschooling options.

According to the Public Policy Institute of California, nearly three-quarters of school districts have faced enrollment drops over the past five years. The California Department of Finance projects enrollment could fall to under 5.2 million by 2032, with the federal government predicting an even steeper decline.

The decline poses significant challenges for school districts, which rely on enrollment numbers for funding. As EdSource reports, districts are forced to make difficult decisions, such as staff layoffs and school closures, to manage budget deficits. The Local Control Funding Formula, which ties funding to average daily attendance, exacerbates the issue, as declining attendance further reduces financial resources.

The impact is not uniform across the state. Urban districts like Los Angeles and San Francisco face unique challenges, while some suburban areas experience growth due to affordable housing and district reputation. EdSource notes that counties with high shares of underrepresented students are particularly vulnerable to funding cuts, threatening the quality of education and support services for these communities.

Despite the challenges, the Proposition 98 guarantee ensures a minimum level of funding for schools, potentially leading to higher per-student funding. However, this does not mitigate the immediate financial strain on districts facing enrollment declines.
